A multinational pharmaceutical company (MNC) approaches you with a proposal to set up a research facility in the district. The MNC claims that the research facility will bring economic development, employment opportunities, and better healthcare services to the district. The MNC also offers you a hefty amount of money as a personal incentive to approve the proposal.
However, you are aware that the research facility will have negative impacts on the environment, the tribal culture, and the rights of the local people. The MNC has a history of unethical practices such as exploiting natural resources, violating human rights, and conducting illegal experiments on animals and humans. You also suspect that the MNC has some hidden agenda behind the research facility.
As the DM, you have to decide whether to accept or reject the proposal.
A. What are the ethical dilemmas involved in this case? How will you resolve them?
B. What are the possible consequences of your decision for yourself, the district, and the MNC? Justify your answer with suitable arguments and examples. (250 words)
आप भारत के एक सुदूर ज़िले में ज़िला मजिस्ट्रेट (DM) के रूप में तैनात हैं। यह ज़िला अपनी समृद्ध आदिवासी संस्कृति एवं विविध प्राकृतिक सुंदरता के लिये जाना जाता है। हालाँकि यह क्षेत्र गरीबी, सीमित स्वास्थ्य देखभाल एवं शिक्षा सुविधाओं सहित वनों की अवैध कटाई जैसी चुनौतियों का भी सामना करना पड़ता है।
एक बहुराष्ट्रीय फार्मास्युटिकल कंपनी (MNC) इस ज़िले में एक अनुसंधान केंद्र स्थापित करने के प्रस्ताव के साथ आपके पास आती है। बहुराष्ट्रीय कंपनी का दावा है कि अनुसंधान केंद्र से ज़िले में आर्थिक विकास, रोज़गार के अवसर के साथ बेहतर स्वास्थ्य सेवाओं को बढ़ावा मिलेगा। इस प्रस्ताव को मंजूरी देने के लिये MNC आपको व्यक्तिगत प्रोत्साहन के रूप में मोटी रकम देने का प्रस्ताव रखती है।
हालाँकि आप जानते हैं कि इस अनुसंधान केंद्र का पर्यावरण, आदिवासी संस्कृति एवं स्थानीय लोगों के अधिकारों पर नकारात्मक प्रभाव पड़ेगा। इस बहुराष्ट्रीय कंपनी का प्राकृतिक संसाधनों के दोहन, मानवाधिकारों के उल्लंघन एवं जंतुओं तथा मनुष्यों पर अवैध प्रयोग करने जैसी अनैतिक प्रथाओं का इतिहास रहा है। आपको यह भी संदेह है कि इस अनुसंधान केंद्र के पीछे इस बहुराष्ट्रीय कंपनी का कोई निहित एजेंडा है।
DM के रूप में आपको यह तय करना होगा कि प्रस्ताव को स्वीकार करना है या अस्वीकार करना है।
A. इस मामले में क्या नैतिक दुविधाएँ शामिल हैं? आप उनका समाधान किस प्रकार करेंगे?
B. आपके निर्णय के आप पर, संबंधित ज़िले एवं बहुराष्ट्रीय कंपनी पर क्या संभावित परिणाम होंगे? अपने उत्तर को उपयुक्त तर्कों एवं उदाहरणों से स्पष्ट कीजिये। (250 शब्द)
