Constitutional Formation of Uttarakhand

1. Background of Uttarakhand’s Formation

  • Uttarakhand was carved out of Uttar Pradesh on 9 November 2000, becoming the 27th state of India.
  • The demand for a separate state arose due to neglect of hilly regions, economic disparities, and cultural differences.

2. Constitutional Process

  • The Uttar Pradesh Reorganisation Act, 2000 was passed by Parliament, leading to Uttarakhand’s creation.
  • The bill received Presidential assent on August 28, 2000, and came into effect on November 9, 2000.
  • The new state was initially named Uttaranchal, but was renamed Uttarakhand in 2007.

3. Governance & Administration

  • Dehradun was declared the interim capital (later made permanent).
  • The state follows a unicameral legislature (only Legislative Assembly).
  • The High Court is located in Nainital.

4. Special Provisions

  • As a Himalayan state, it enjoys special benefits under:

    • Article 371 (for development & employment opportunities).
